Follow a story thread before a city-wide checklist

Choose one active story objective and finish its immediate sequence before taking a long exploration detour. This gives new locations and characters context. When something interesting appears off-route, note it and return when you can explore without losing track of the original task.

Think in short city loops. Visit one district or point of interest, learn a recognisable landmark and return to the activity you selected. A route you remember is more useful than an assortment of map markers collected without understanding how they connect.
