MapleStory Classic Citizenship Guide: Grades, Dailies, Shop Unlocks
MapleStory Classic citizenship guide: Henesys or Kerning City, all 10 grades, contribution math, daily greetings, weekly donations, story chains.

In this guide 12 sections
Quick summary
- Citizenship opens at level 12 in Henesys or Kerning City (not Perion). Talk to Arthur in Henesys Town Hall to start.
- Every day, take one greeting from your town's Community Board. Every week, make one donation of 30 of a monster drop. Both give contribution, EXP, mesos, and potions.
- There are 10 grades, from Traveler to Citizen of Honor. Higher grades unlock town-shop items: Wolbi stars and arrows at grade 3, 100% glove attack scrolls at grade 9, and Elixirs at grade 10.
- Pick your town by job. planet-helper suggests Henesys for Bowmen and Warriors and Kerning City for Thieves and Magicians, because the shops split by job.
- Switching towns costs 50,000 mesos, according to planet-helper's post-launch reports. Read the confirmation window before you click.
Checked against the Founder's Access build on October 13, 2026. Grand Launch is October 21, 2026; see the end of the guide for what may change.
Pick Henesys or Kerning City
The daily greetings pay the same in both towns. planet-helper says what differs is the weekly donations, the story chains, and above all the shops.
|---|---|---| | Clerk | Arthur (Henesys Town Hall) | Roxy (Kerning City Civic Center) | | Residents to greet | 9 | 9 | | Weekly donation items | 17 | 18 | | Story chains | 5 (Lv 17, 27, 37, 47, 57) | 5 (Lv 17, 27, 37, 47, 57) | | Ammo in the shop | Bronze Arrows for bows and crossbows (grade 3) | Wolbi Throwing Stars | | 15-minute potions | Accuracy +7 (grade 1), crit rate +3% | Avoidability +7, crit damage +3% | | 100% overall armor scrolls (grade 7) | DEX, STR | LUK, INT | | Best for | Bowmen, Warriors | Thieves, Magicians |
Source conflict on dual citizenship: the mapleclassic.wiki says a character "can be a citizen of both." planet-helper quotes the Beta 2 oath ("contribute to one town at a time") and reports that after launch, leaving one town and joining the other costs 50,000 mesos. Several players paid it by accident. Plan on one town per character.
Example: you play a Hunter. Pick Henesys for the arrows at grade 3 and the DEX overall scroll at grade 7. Make your Assassin alt a Kerning City citizen, so it can buy Wolbi stars at grade 3. Our Assassin guide covers why those stars matter.
Register at level 12
- At level 12, the quest To Henesys, the Prairie Town starts automatically. Talk to Arthur in Henesys Town Hall. planet-helper lists the reward as 334 EXP, 409 mesos, 5 Red Potions, and 8 Blue Potions.
- Arthur then sends you to Roxy with To the Gray City, Kerning City. That gives the same EXP and mesos, plus 8 Red Potions and 8 Blue Potions.
- Talk to the clerk of the town you've chosen to take the oath. planet-helper says this is a conversation with the clerk, not a quest. Neither entry quest gives contribution.
Climb the 10 grades
| Grade | Name | Level (planet-helper) | Contribution (planet-helper, pre-launch) | Shop discount (pre-launch) |
|---|---|---|---|---|
| 1 | Traveler | 12 | Start | 5% |
| 2 | Visitor | 17 | 1,000 | 7% |
| 3 | Helpful Stranger | 22 | 2,000 | 9% |
| 4 | Recognized Guest | 27 | 3,000 | 11% |
| 5 | Town Resident | 32 | 4,000 | 13% |
| 6 | Trusted Neighbor | 37 | 5,000 | 15% |
| 7 | Distinguished Citizen | 42 | 6,000 | 17% |
| 8 | Town Patron | 47 | 7,000 | 19% |
| 9 | Guardian of the Village | 52 | 8,000 | 21% |
| 10 | Citizen of Honor | 57 | 10,000 | 25% |
Source conflict on thresholds: mscw-guidebook reports that in game, grade 2 needs 1,500 contribution (not 1,000) and grade 3 needs 3,500, and that contribution resets to zero at each rank-up. NiaMeowDB lists cumulative totals that go up to about 46,000. All the sources agree on the level gates (12, 17, 22, and so on, in steps of 5). The wiki says the client data doesn't include the thresholds. Check your citizenship window in game, which shows your progress toward the next grade.
Do the contribution math
The mapleclassic.wiki gives these formulas:
| Source | Contribution | Grows with your grade? |
|---|---|---|
| Daily greeting or check-in | 100 + 25 × (grade − 1). That's 100 at grade 1 and 325 at grade 10. | Yes |
| Weekly donation (30 items) | 700 to 2,100, depending on the item. Each step up adds 175. | No. It depends on the item. |
| Story chain (5 quests) | 300 (Lv 17), 500 (Lv 27), 700 (Lv 37), 1,000 (Lv 47). The Lv 57 chain gives earrings instead. | Fixed for each chain |
Example: at grade 1, seven daily greetings (700) and one 700-point donation give you about 1,400 contribution in your first week. mscw-guidebook's schedule, using its in-game numbers, reaches grade 3 around day 10 if you also finish the grade 2 story chain.
Do the daily greeting
The Community Board in your town square offers one daily quest from a pool of 18. The wiki says each resident has a First Greeting quest, which you get once, and an Asking After check-in, which can repeat.
| Resident | Unlocks | First Greeting | Check-in |
|---|---|---|---|
| Regular residents (7 per town) | Grade 1, Lv 12 | 334 EXP, 409 mesos, 8 Oranges | 233 EXP, 286 mesos, 8 Lemons |
| Chief Stan and Athena Pierce (Henesys); Chun Ji and Dark Lord (Kerning City) | Grade 5, done from Lv 32 | 5,850 EXP, 1,023 mesos, 15 Blue Potions | 4,095 EXP, 716 mesos, 8 Blue Potions |
The special residents give more than 10 times the EXP of the others. That's one reason to reach grade 5 by level 32.
Stockpile for the weekly donation
Each donation asks for 30 of one monster drop and gives 20 Blue Potions on top of EXP, mesos, and contribution. The board offers one donation a week. You won't know which item it'll ask for, so keep the common ones.
| Grade | Henesys items | Kerning City items | Contribution |
|---|---|---|---|
| 1 | Snail shells, mushroom caps, Squishy Liquid, Mushroom Spore | Red Snail Shell, Orange Mushroom Cap, Leaf, Pig's Ribbon, Octopus Leg, Bubbling's Huge Bubble | 700 |
| 2 | Blue Mushroom Cap | Firewood | 875 |
| 3 | Horny Mushroom Cap, Charm of the Undead, Wild Boar Tooth | Stirge Wing, Charm of the Undead, Wild Boar Tooth | 1,050 |
| 4 | Evil Eye Tail | Evil Eye Tail | 1,225 |
| 5 | Ligator Skin, Curse Eye Tail | Ligator Skin, Fire Boar's Tooth, Tablecloth | 1,400 |
| 6 | Lorang Claw | Lupin's Banana | 1,575 |
| 7 | Cold Eye Tail | Cold Eye Tail | 1,750 |
| 8 | Tortie Shell | Tortie Shell | 1,925 |
| 9 | Drake Skull | Medicine With Weird Vibes | 2,100 |
Source conflict on quantity: metaroad's Must-Do Quests list, cited in our quests guide, says donations ask for 100 items. The wiki and planet-helper both say 30, based on the launch data. Go by the number on the board quest.
Finish the town story chains
Each town has five one-time chains given by its residents, and each chain has five quests that you do in order. The table uses planet-helper's totals and the wiki's quest steps.
| Chain | Town / grade / Lv | Bring | Final reward |
|---|---|---|---|
| A Family Reunited | Henesys / 2 / 17 | 15 Firewood, 3 Eggs, 3 Apples, 3 Oranges | A random pet equip scroll |
| Jake's Trauma | Kerning / 2 / 17 | 10 Bubbling's Huge Bubbles, 10 Stirge Wings | A random pet equip scroll |
| After the Festival Ends... / What the City Taught Me | Both / 4 / 27 | Quest items only | Your choice of earring stat scroll (Intermediate) |
| A Marble of Friendship / The Doctor Who Never Returned | Both / 6 / 37 | 10 Jr. Boogie Horns (Henesys); 35 Tablecloths and 10 Fairy's Tentacles (Kerning) | Your choice of overall armor scroll (Intermediate) |
| Maya and Her Peculiar Savior / A Grudge That Won't Rest | Both / 8 / 47 | 50 Drake Skulls (Henesys); 50 Wraith kills and a Shade kill (Kerning) | A gloves crit rate scroll (Intermediate or Greater), plus 10 Elixirs along the way |
| A Gift for a Citizen of Honor / A Task for a Citizen of Honor | Both / 10 / 57 | 10 Dragon Skins and 10 Fragments of Magic (Henesys); quest items (Kerning) | Henesys Earrings or Kerning City Earrings (Lv 57: +42 magic defense, +2 avoidability, +2% crit damage, 5 slots) |
The Kerning City grade 8 chain sends you to Shade. Our bosses guide covers the Shade fight and who to bring.
Spend your grade in the town shop
| Grade | Unlock (planet-helper, Beta 2 store data) | Who wants it |
|---|---|---|
| 1 | Supreme Sniper Potion (Henesys) or Supreme Dexterity Potion (Kerning) | Anyone who misses or gets hit a lot |
| 2 | Resident's Chair: +20 HP and +5 MP every 10 seconds while you sit | Everyone. It saves potions between pulls. |
| 3 | Bronze Arrows (Henesys), Wolbi stars (Kerning), 100% earring scroll (Lesser) | Bowmen, Assassins |
| 5 | 100% top and bottom DEF scrolls (Lesser) | Front-liners |
| 7 | 100% overall armor stat scrolls (Lesser) | All jobs, depending on your town |
| 9 | 100% Gloves Attack and Gloves Magic Attack scrolls (Lesser) | Everyone. This is the big one for damage. |
| 10 | Elixirs | Bossing |
planet-helper notes the citizen discount applies to buff potions, pet food, return scrolls, taxis, and storage, not to enhancement scrolls. That's unconfirmed until launch. Our mesos guide covers how those savings add up.
Compare ways to rank up
| Method | Contribution per week (grade 1) | Effort | Notes |
|---|---|---|---|
| Daily greeting only | 700 | About 2 minutes a day | Grows by 175 per week with each grade |
| Daily greeting and weekly donation | 1,400+ | Plus 30 drops | Keep donation items from your normal training |
| Plus story chains | +300 to 1,000 per chain | One-time | The chains also give scrolls and Elixirs |
| Switching towns for both towns' donations | Unknown | 50,000 mesos per switch | planet-helper advises staying in one town until it's clear whether donations reset per town |
If you're returning, boosted, or making an alt
- Returning from pre-Big Bang MapleStory? Citizenship is new in Classic World, so your old route won't include it. It's the only shop source of 100% glove attack scrolls that planet-helper lists, so it's worth doing on your main.
- Powerleveled past 12? Your level isn't what limits your grade. Contribution is, and you only get one greeting a day. Register as soon as you can, because greetings only build up day by day. Take the grade 2 and grade 4 chains as soon as they unlock, since your level is already high enough.
- Making an alt? Nexon gives each account three character slots in Founder's Access. Put each alt in the town whose shop suits it, and keep spare Charms of the Undead and Wild Boar Teeth for the grade 3 donations, which both towns use.
Want a hand with this?
If you would rather skip the grind that goes with this, MapleStory Classic powerleveling services are listed on FullBoosts. Read Nexon's Terms of Service before you buy any service from anyone, FullBoosts included — a marketplace listing isn't publisher permission.
What may change at Grand Launch
This guide describes the Founder's Access build as it was on October 13, 2026. Re-check these against Nexon's Grand Launch notes on October 21: whether crafting still stops at craft level 8, whether Forgotten Hollow, Orbis and third jobs stay closed, KPQ channel limits, NPC shop stock, and any Founder's Access-only events or packages mentioned here. Nothing here assumes a closed area or feature will open.
FAQ
What level do you need for citizenship in MapleStory Classic?
Level 12. The quest To Henesys, the Prairie Town starts automatically, and Arthur in Henesys Town Hall handles it.
Should I pick Henesys or Kerning City?
planet-helper suggests Henesys for Bowmen and Warriors (arrows, DEX and STR scrolls) and Kerning City for Thieves and Magicians (stars, LUK and INT scrolls). The daily greetings pay the same in both.
Can I be a citizen of both towns?
Plan on one. The wiki says both are possible, but planet-helper quotes the oath ("one town at a time") and reports a 50,000-meso fee to switch.
How much contribution do I need for each grade?
planet-helper's pre-launch table runs 1,000 (grade 2) to 10,000 (grade 10); mscw-guidebook reports 1,500 for grade 2 and 3,500 for grade 3 in game, resetting at each rank-up. Your citizenship window shows the live number.
How many items does a weekly donation need?
30, according to the wiki and planet-helper. One older list says 100, so check the board quest.
Where do I get 100% glove attack scrolls?
From your town's scroll shop at grade 9: Flint in Henesys, Ben in Kerning City.
Which residents give the most EXP?
Chief Stan and Athena Pierce in Henesys, and Chun Ji and Dark Lord in Kerning City. Each gives 5,850 EXP on the first greeting, from level 32 at grade 5.
